Pois ficaram e pelo que me parece o Paypal desta vez não tem por onde pegar uma vez que este administrador é de confiança e tem tudo legalizado pelo que já me apercebi. Até o Paypal não lhe soube responder o porquê de estar a querer fechar a conta dele até o pessoal de lá está a tentar ajudar o administrador..................muito sinceramente sem palavras. Today, when I got up from bed, I received the e-mail below. I got really surprised, did not expected such an answer. At first I thought there was some mistake and everything will work again just like the last time.

If your account balance is negative, please note that you will have to settle any amounts owed on your account including chargebacks or claims to avoid legal action being taken against you. 2. Once we're satisfied that there are no future claims or liabilities associated with your account, we will notify you after 90 days and release the money to your PayPal balance. If we find that any further claims are likely, please note that we will need to retain any remaining balance for up to 180 days from the date your account could no longer receive money - 03/05/2011.
Whether your balance is restricted for 90 or 180 days, you will still be able to log into your PayPal account. However, you won't be able to withdraw money unless you see an 'Available Balance'. This can be withdrawn to your bank account or credit card.
Accounts with negative balances: An amount owed to PayPal is displayed as a negative balance. If your account has a negative balance or if your balance becomes negative due to any claims made during the time your balance is held, we recommend you add funds to your PayPal account to ensure that the balance remains above zero. Please note that if you don't do this, PayPal reserves the right to recover the amount by any legal means available to us.

Our right to close a PayPal account, and the retention of funds in balance, are covered in section 10.2 and 10.3.

I am not exactly sure why they did this. I only accept verified accounts, my transactions seemed normal and my latest dispute is from last month. After calling them, this was their response:
Me: “Hello, I have a limited account, may I know the reason behind it?” PP: “Sir, your type of business is having high risk. We are sorry but we have to close your account.” Me: “What do you mean by high risk? There are hundreds of Paid-To-Click sited out there. You are closing all of them?” PP: “I am sorry, sir, this is the only information we can give you. You should wait up to 5 business days before we make our final decision.”
I am really pissed off. I had numerous sleepless nights working on this site, I paid $500 to register my business in the government, ordered a new design some days ago, always made payments on time and answered questions and doubts as politely and considering as I could. The site was doing great and now they are trying to kill it. PayPal’s T.O.S. says they can do whatever they want with your money and after reading a lot of horror stories over the Internet and looking at paypalsuck.com, I regret starting this business with them. Maybe the hackers attacks made them think there is high risk involved in the site, I am not sure, they are not telling any reason. It is really frustrating to have problems, which do not depend on you and cannot fix them. So, now I have to wait for their review to be over but I think you can help me with this. NeoBux had the same problem and it worked for them but they had a lot more members so I am not quite sure.
If you want to help, you can send an e-mail to them or even call them on their toll-free number. It will take you no more than 5-10 minutes. I am sure you do want to continue using the site and earn from it. Go to paypal.com and on the bottom of the page you will ind "Contact Us". After clicking it, you will have the option to send them an e-mail. You can tell them you like Clikz Group LTD (use this name in the e-mail), you received a payment according to our T.O.S., you are satisfied with our services, you like the way the administrator is dedicated and trying to help everyone and then ask them to lift the limits of our account so that you can continue using ezclikz.com . I do not insist doing this. Do it only if you are indeed satisfied with us. Please, do not copy my exact words, make sure your e-mail is unique. Also, try to be as polite as possible. If PayPal receives hundreds of mails, they may reconsider the situation like they did with NeoBux. If you post a screenshot proof on this topic, I will add you a bonus in your Main Balance depending on your membership and if this works you will be able to withdraw it. This is the last hope for EZ Clikz. I think I was helpful enough the last two months, now it is time for our members to help me. Thank you for being with us and I am sure we can handle this critical situation!
However, most likely PayPal will not lift the limits. If this happens, I will start a refund campaign, so that you did not lose money with the site. The problem is that we are here to earn, not making only transactions and refunds so go ahead and send an e-mail to help us! Additionally, I will make prices lower, so that you can advertise your programs with your remaining Main Balance. As you can see, I am not lying or stealing or doing any other criminal-minded activity. I am completely honest with you and do not make lame excuses. I am fighting for the site and will continue until the end! I have put so much work, I cannot afford to lose it as easily!
